Child is raped while the Hired Help focused on Addiction
Sheriff Donnie Pope, aka, Barney Fife, failed to stop this predator from raping women and children.
Jeffery Kidd asked our organization to help his daughter in her struggle to stay out of another 6 months of rehab. Tiffany Kidd spoke to us about her situation. She had been in rehab for a long time and she was being forced to go for another six months or lose her family. As a survivor of incestuous sex crimes against her as a child, she was addicted to the same drugs her mother forced on her as a 12 year old child. She struggled with addiction from the forced sexual satisfaction of the men in her family.
As we spoke, I asked her about her children still living with her husband. As an admitted sadist, he raped his wife and beat her in front of his children. It was obvious that her thirteen year old daughter , his stepdaughter, was at grave risk from this sadistic predator. We wrote the letter below for the family to bring to Sheriff Donnie Pope. We wanted to delay Tiffany's stint at rehab until someone looked into the situation with the step daughter most at risk. Tiffany was forced into rehab in spite of the warning signs.
Tiffany and her daughter were receiving therapy from the same counselor provided by Jasper County DCFS. Since their counselor was trading S & M porn with Tiffany, we demanded a new counselor be assigned immediately to her daughter while she was in rehab. He was allowed to continue to counsel her for the entire Tiffany was in rehab.
Once Tiffany was out of rehab for the second time, a new therapist was assigned to the family, Her daughter told her story of rape by her stepfather for years. She was repeatedly raped while her mother and grandmother were living in the house.
The courage this young lady showed in the face of torture and rape is an inspiration to every minor child in the community. Unfortunately, the harassment from her students at school was intense and daily. The family DFCS representative was hell bent on putting her mother in prison. Tiffany took our recommendation and moved out of town. The last thing we wanted was to see her in prison over a small town failure seeking vindication for her failure to protect the children.
Rodriguez Continued to Rape This Child For Two More Years

Our organization has agreed to assist Tiffany Rodriguez as victim’s advocates. Ms. Rodriguez was scheduled to attend another six months of abusive treatment on Jasper County’s dime. After three “programs,” we find ourselves with another bleak outlook with little or no chance of success. If you had to reimburse us for your failures, you might be working for free.
The Crime
The last time your Jasper County Therapist met with Ms. Rodriguez he picked up one of her porn CDs for his enjoyment at home. He was gracious enough to share his personal hidden pen camera porn videos with her. She was asked to view his personal hidden camera porn.
The plot thickens when the husband comes home early. Your therapist’s plan for a happy ending went out the window. Had the husband come just a few minutes later, we could have had a real OK Corral situation with the wife being beaten to death while your therapist ran for his life.
After his final appearance at our victim’s home, he refused to counsel her any longer. He did continue to counsel her thirteen-year-old daughter. She now refuses to go to his counseling sessions any longer. There seems to be a pattern here. We certainly do not want this opinion presented to anyone but a grand jury.
If you go to his home with a case number and a search warrant, you may find that special magic DVD with a special edition of porn to share at his licensing board review. We suggest you put a plan together that includes finding all his partners. Reaching out to his victims needs to come with a plan for success. If our victim’s fingerprints are on a DVD in his home, you may have a clue.
We have offered our ranch for an interview with a representative from the Jasper County Sheriff’s Department. We expect her to be treated like a victim of a predator on your payroll. She needs to be given the resources to bring her family under one roof. She is going to need protection from her husband.
Under the Georgia Open Records Law, we want to see the invoices for every failure she has met with your service providers. We also need to see your budget for her stay at upcoming new and better program willing to accept your money. We want to share the ignorant and abusive behavior she is about to endure. In short, a copy of the program rules.
Custody
Our grandmother currently living next to her three grandchildren is the same person that gave her daughter her first line of meth at 12 years old. Our victim took over the chore of sexually servicing family members starting with her grandfather. Mom and Dad are doing drugs and petty crimes to support their drug habit while Grand Dad took care of the Kids. Mom had no reason to believe he was treating his grandchildren any differently than he treated her. He liked to fuck them small and early. While the mother is failing in rehab, the kids get recycled through the family service business.
Ms. Tiffany, of Child Abuse Services, seems to want our drug addict sex crimes survivor to bring that maternal instinct to the table. Mr. Wonderful, her husband, says he is a mother fucker. He offered his services to our victim’s Stepmother. We are sure our custodial grandparent is fucking this self-proclaimed mother fucker. Our Maternal Grandmother has a long history of being a role model for the family. She likes to fuck her daughter’s lovers. Ms. Tiffany’s role models and current custodial couple are a disgrace to your oversight skills.

Thu, Feb 28, 2019 - Richard Louis Rodriguez was sentenced, by a jury of his peers, to life in confinement with the first 40 years to be served. The verdict was reached last week in Jasper Superior Court where he was on trial for two counts of aggravated child molestation and incest.
Richard Louis Rodriguez was convicted of the offenses of Incest and two counts of Aggravated Child Molestation after a jury trial in Jasper County on February 19, 2019. Rodriguez received a sentence of Life with the first forty (40) years to be served in confinement.

"In a relatively light week for the Jasper County Sheriff’s Office (JCSO), no physical thefts were reported, but there was an incident of identify theft.
In addition, the arrest booking for the week is shorter than average. However, several were arrested on various charges, and they include:
•Richard Louis Rodriguez, 36, Newborn—aggravated sodomy, incest, aggravated child molestation and probation violation."
Jasper County forced this child's mother into residential treatment for over a year while her daughter was being raped by her step father.
Crime did not take a Holiday for this family.
16-6-2. Sodomy; aggravated sodomy.
(a) A person commits the offense of sodomy when he performs or submits to any sexual act involving the sex organs of one person and the mouth or anus of another. A person convicted of the offense of aggravated sodomy shall be punished by imprisonment for life or by imprisonment for not less than ten nor more than 20 years.
16-6-22. Incest.
(a) A person commits the offense of incest when he engages in sexual intercourse with a person to whom he knows he is related either by blood or by marriage as follows:
1. Father and daughter or stepdaughter;
(b) A person convicted of the offense of incest shall be punished by imprisonment for not less than one nor more than 20 years.
16-6-4. Child molestation; aggravated child molestation.
(c) A person commits the offense of aggravated child molestation when such person commits an offense of child molestation which act physically injures the child or involves an act of sodomy.
(d) A person convicted of the offense of aggravated child molestation shall be punished by imprisonment for not less than ten nor more than 30 years.

A victim of routine rape for years as a minor child told us that a friend of hers confided that she was being routinely sexually assaulted.
We spoke with Jasper County DCFS supervisor, Ms. Norris, concerning the potential rape of a minor child. We went to her office twice with the same situation. She did nothing. She did not even call the Jasper County Sheriff's Department. Ms. Norris told us eight months later that the problem was not her department. A Message from the Real Workers.
Our Foundation has worked with children and their County Therapists routinely for 12 years. We have VOLUNTEERED our time, horses, and facility at no cost. We have received riding fess of $50 to $125 per hour from over 6,000 paying guest riders. Paying guests pay to feed the horses.
We support ourselves with real clients paying our expenses. We pay no salaries here. We do not have Volunteers here. Everyone pays to ride our horses including this author.
We have trained and hired children to make money with horses. We train students for real work after learning real skills. After 14 back-to-back no call/ no show County students, we decided to help only those students with reliable transportation to our facility. Our 1977 Suburban finally died, and we have no one willing to bring their rape victims here. Unfortunately, our earlier offer is off the table.
A Jasper and Newton County Trauma Therapist trained with us for six months to ride a horse. She had been charging the community for equine therapy at a local nonprofit and she never mounted a horse in five years. We trained her to take four rape victims out riding or driving horses in the field.
We asked for those children being forced to live with sex offenders be offered the first student positions on the bus. Not one child rape victim from Newton or Jasper County has been offered job training with horses at our Foundation in three years. Forensic therapy with riding and driving skills have not been offered to the most vulnerable children living in the community.
The Old Plan
The County Therapist would spend 30 minutes with each rape victim weekly. Victims would be able to speak with a therapist and train to use horses for their own therapy at the same time. Victims are trained to teach paying clients to pay for their therapy horses. Our riding fees allow our horses to go to work for their food and missionary work.
The County Therapist became talented enough in the saddle to lead outside guests on tours by herself. We refused to pay for liability insurance for her protection. Without insurance she would not work with students on horses. We are not going to pay $10,000 insurance and VOLUNTEER our time.
Our Mental Health History
We have all worked with children and their therapists for years. We trust their time with us, and their children are testimony to our mental health. Detective Roberta Anderson, Get Ahead Program Director, asked us to bring our horses to her Jasper County youth program within the last month. As before, we do not have a truck big enough to transport our horses to help victims.
Our Founder personally trained a Jasper and Newton County Trauma Therapist 4-5 days a week for six months. I am sure she can testify about his mental health in detail. She normally serves as an expert witness for both Newton and Jasper Counties in child sex crimes cases.

Michael Lee Barrett, 40, the former evidence custodian for the Jasper County Sheriff’s Office pled guilty to 94 counts of corruption in court Tuesday.
He was sentenced to 50 years, 10 to serve in the state penal system. He was also banished from the circuit, and had to give up his POST certification.
The charges include theft by taking, distribution of controled services and violation of oath of office.
District Attorney Stephen Bradley said that Mr. Barrett had an accident with a deer in March, 2017. Protocol required him to have a urine test, and he was reluctant to have the scan. As it turns out, he had a problem with prescription drugs.
The sheriff realized there was evidence missing from the evidence room, and found numerous evidence bags in Mr. Barrett’s office. Sheriff Donnie Pope contacted the Georgia Bureau of Investigation (GBI), who did a complete investigation.
It turns out Mr. Barrett was swapping evidence drugs for what he needed on the street. He originally faced some 134 counts.
Mr. Bradley said that Mr. Barrett compromised a number of cases. .His actions constitute a profound betrayal of trust, said Mr. Bradley.
Mr. Barrett apologized to Sheriff Pope and to the court, calling it a tragedy, and asking for forgiveness.
Judge Amanda Petty said his actions serve to tarnish the reputation of good men and women who put their lives on the line every day. She said she was not sure there was sufficient punishment to fit the crime, but that Mr. Barrett had lots of time to think about it. She said a lot of people have addiction problems, and don’t react like he did.
Sheriff Pope said he was glad to hear of Mr. Barrett’s deep remorse, but that it doesn’t change what happened. Mr. Bradley said it was one of the most seriously disturbing cases that we’ve had in the circuit in a long time.

Your cowardice is the primary reason you cannot tell us the truth about your history of failing to stop child molesters. You are a fool for trying to make up a crime to arrest me. The victims of child sex crimes deserve to know the truth about your failure to stop people from raping the children in our community. Formal Criminal Complaint Georgia law requires you to keep records and produce those records once a valid open records request has been submitted to your agency. You have committed a misdemeanor by not giving us the records requested. You are clearly in violation of this law. It is against the law in Georgia to destroy records in a criminal complaint. Destroying records is a felony. Ms. Artessa, Jasper County Open Records clerk, has told us both orally and in writing that you have no file on GBI Case # 06-0307-26-15. Based on the file given to us by the Mid Georgia Regional Drug Task Force, it is clear you have made extensive written and verbal efforts to arrest me on a bogus charge. We are formally requesting a criminal complaint be filed with the appropriate authorities against you destroying all information in this case. If there is a form for this criminal complaint, please send it to the address above. Conclusion We both know you are a felon looking for a conviction. I look forward to hearing from GBI about this criminal complaint against you.

The State of Georgia Parole Department supervises sex offenders living with non biological children. Parents are forcing their children to live with sex offenders in Jasper County. We offered to routinely bring these high risk children to our facility for equine therapy and crisis intervention with a County therapist. Barney refused to bring these children to our facility.
