Jeanne Clery was 19 years old when she was raped and murdered in her college dormitory. Her parents, Connie and Howard Clery, could not have known the danger she was in; standards for campus crime reporting simply did not exist in 1986.
So the Clerys put into motion transformative change on two important fronts.
On Capitol Hill, they lobbied for revolutionary policy changes that would eventually take form as the Jeanne Clery Act. Educators, families, and legislators could have an open dialogue about campus safety for the first time in our country’s history.
Connie and Howard also worked with allies and advocates to form a 501(c)(3) nonprofit organization that would seek to prevent the kind of violence that had taken Jeanne from them. Today that organization, Clery Center, remains dedicated to guiding institutions of higher education to implement effective campus safety measures.

Liberty University: School Facing ‘Unprecedented’ $37.5 Million Fine for Violations, Blames Education Department
Liberty University says the U.S. Department of Education (ED) is threatening the school with an unprecedented $37.5 million fine for allegedly covering up sexual assaults and other crimes on campus, according to Fox News. Liberty reportedly adds that the ED “poisoned the well” by leaking the department’s preliminary Clery Act compliance report to media.
The leaked report allegedly shows the university underreported campus crime and deterred people from reporting crimes for years, The Roys Report (TRR) previously reported.
Now, the president of Liberty University is crying foul, saying the ED leaked the report to justify its very high fine. The fine is far higher than recent fines levied by the ED on other universities, such as a $4.5-million one levied against Michigan State for its failure to address sexual abuse committed by Larry Nassar. That fine was previously the largest ever issued for Clery Act violations.
“The leak is intentionally aimed at laying the groundwork for an unprecedented fine and the report is filled with factual errors that the Department has admitted to Liberty in their negotiations,” Liberty University President Dr. Dondi E. Costin said to Fox News.
“The most damaging element of this whole process is the fact that for the first time that any of us are aware, the Department of Education leaked a preliminary report while we are in the process of negotiating with the department about all the advancements that we’ve made.”

Under the Clery Act, colleges that participate in federal student aid programs must disclose certain information about crime and campus safety. Liberty University received $874 million for student loans.
Costin claims the report was leaked before Liberty officials had a chance to dispute the findings by the ED’s June 30 deadline. Costin said there were a “number of factual errors” in the report.
“For instance, they are assuming that individuals who are making these claims are accurate and honest and transparent without exception, when in fact, much of the assertions that they’ve made are based on purely anecdotal information,” Costin said. “Part of the challenge that we have here, because they leaked this report is now in the public, is that we haven’t had the opportunity to respond in a way that would allow us, at least in a public setting — allow us to counter these assertions that have been made with factual errors.”
Liberty first alleged the ED’s draft report contained “significant errors, misstatements, and unsupported conclusions” in a statement published Oct. 3. LU reportedly then detailed these errors in a supplemental response to the ED’s findings in September.
Fox News reported that Liberty University is halfway through an appeal process to lower the potential fine.
Liberty failed to warn of on-campus sexual violence
The leaked report allegedly found that between 2016 and 2022, Liberty failed to warn those on campus about people credibly accused of sexual violence, including a senior administrator, an athlete, and a former Liberty president.
The report confirms a story that TRR previously published about a former student who claimed Liberty failed to report her gang rape in 2005. The student filed a complaint with a victim advocacy group, which led to an investigation by the ED and a settlement in 2014, requiring Liberty to pay a $120,000 fine.
It also echoes TRR’s report on numerous women who alleged that Liberty created an unsafe environment that enabled on-campus rapes. The women filed a highly publicized class-action lawsuit against the school.
Sarah Mays, one of the plaintiffs who refused to settle with Liberty, is associated with a group of students and parents who are spearheading a public petition to the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC).
The petition, which was started a day after the Post released the ED’s findings, appeals to the school’s accrediting body. It asks the SACSCOC to put the school on probation until Liberty addresses its “deficiencies.”
Mays told TRR that the “most damaging” part of the ED’s report is that Liberty received hundreds of thousands in aid to keep students safe, yet it “still lacks the administrative capacity to follow federal laws that specify how to keep a campus safe.”
She added that Costin’s remarks on the issue demonstrate “a stiff neck and a hard heart. In this petition and letter, we are asking for the Department of Education and SACSCOC to help soften it.”
Liberty retaliated against employees, deleted records
The 74-page leaked report alleges the university didn’t keep records required by the Clery Act and even destroyed various records, according to the Post. Liberty officials reportedly wiped multiple hard drives in the human resources department after the government inquiry began.
The school also allegedly retaliated against employees who tried to raise the alarm. The ED found that Liberty fired a former senior vice president after he tried to address Clery Act violations, according to a three-page excerpt of the ED report that TRR obtained and previously reported on.
Liberty is one of the nation’s most influential Christian universities, with more than 15,000 students on its Lynchburg, Va., campus and 130,000 enrolled worldwide.

The California math teacher's alleged victim is a 16-year-old student who attends the school at which she teachers, and authorities say they believe there may be additional victims.
Tracy Vanderhulst was once named “Teacher of the Year” at the California high school where she taught math, according to her school. Now, the 38-year-old educator is accused of having sex with a 16-year-old student, authorities said.
Vanderhulst was arrested last week for unlawful sexual intercourse involving a minor, according to the San Bernardino County Sheriff’s Office.
“Detectives believe there may be additional victims,” according to a police statement.
Vanderhulst was hired in 2017 to teach math at the Yucaipa High School, located east of Los Angeles, according to Facebook posts shared by the school.
That same year, she was honored during a monthly school board meeting as the school’s “Teacher of the Year,” and was described as an “innovative teacher from whom we hope our children will grow,” according to the News Mirror.
Her alleged victim was a male student at the Yucaipa High School, the San Bernardino County Sheriff-Coroner Department said. It is not clear when the alleged crime happened and whether her alleged victim is still a student at the school.
She has been released on $30,000 bail and a following court date has not yet been scheduled.

Sexual Abuse by Teachers is on the Rise
Lately, it seems like it has become common to see news stories involving the arrest of teachers who are being charged with sexual abuse and misconduct involving their students, some of whom are as young as 11 years old. Schools are expected to be a safe environment for children, but these arrests make people realize kids aren’t as safe as we’d like them to be when we send them off to school.
Stop Educator Sexual Abuse Misconduct & Exploitation (SESAME) is an organization that describes itself as a national voice for prevention of abuse by educators and other school employees. It has compiled alarming statistics on the incidences of sexual abuse in schools nationwide, reporting that just under 500 educators were arrested in 2015 (2016 statistics were unavailable as of this writing):
- Of children in 8th through 11th grade, about 3.5 million students (nearly 7%) surveyed reported having had physical sexual contact from an adult (most often a teacher or coach). The type of physical contact ranged from unwanted touching of their body, all the way up to sexual intercourse.
- This statistic increases to about 4.5 million children (10%) when it takes other types of sexual misconduct into consideration, such as being shown pornography or being subjected to sexually explicit language or exhibitionism.
- Very often, other teachers “thought there might be something going on”, but were afraid to report a fellow educator if they were wrong. They didn’t want to be responsible for “ruining a person’s life,” although that is exactly what they are doing to the child if they don’t speak up, thus allowing the abuse to continue.
Reasons for the Increase in Sexual Misconduct
So, why are we suddenly seeing a rise in the number of cases of sexual misconduct and teacher/student relationships? It may be partially due to more transparency as schools seek to report what they formerly kept hidden and tried to deal with on their own. More than likely, however, the upward trend is due to the use of social media and cell phones.
The Washington Post ran a story in 2015 that related how about 80% of children age 12 – 17 had a cell phone and 94% had a Facebook account that year. In 2014, The Post says about 35% of the educators convicted or accused of sexual misconduct had used social media to gain access to their victims or to continue the teacher – student relationship.
Today’s technology makes it easy for predators to discreetly prey on children. Students usually have their phones with them at all times, which allows the perpetrator free and unmonitored access to the child. Even children without cell phones can be targeted through their laptop, tablet, or personal computer.
- The Department of Justice notes that about 15% of children in the 12 – 17 age group who own a cell phone have received nude, semi-nude, or sexually suggestive images of someone they know via text.
- 11% of teenagers and young adults say they have shared naked pictures of themselves online or via text message. Of those, 26% are trusting enough to think the person to whom they sent the nude pictures wouldn’t share them with anyone else.
- About 26% of teenagers and young adults say they have participated in sexting.
Signs of Sexual Abuse by Teachers
If you are concerned your child might be being sexually abused, there are warning signs you can look for. Keep in mind that the presence of one sign doesn’t necessarily mean your child is in danger, but seeing several signs should alert you to the need to ask questions.
In general:
- Unexplained nightmares or sleep problems
- Refusal to eat, loss of appetite, or trouble swallowing
- Sudden mood swings, insecurity, or withdrawal
- A new or unusual fear of a certain person or place
- Exhibits knowledge of adult sexual behaviors and language
- Draws, writes, dreams, or talks about frightening images or sexual acts
- Thinks of themselves or their body as “bad” or “dirty”
- Not wanting to be hugged or touched
In teens or adolescents:
- Running away from home
- Drug or alcohol abuse or may be sexually promiscuous
- Either stops caring about bodily appearance or compulsively eats or diets obsessively
- Anxiety or depression
- Attempting suicide
What to do if You Suspect Sexual Misconduct by an Educator
If your child tells you about being abused or if you suspect it, your reaction is very important.
- Don’t overreact and don’t criticize or blame the child
- Don’t demand details
- Don’t downplay their disclosure because you’re trying to minimize their feelings (or yours)
- Do listen calmly and keep in mind that children seldom lie about sexual abuse
- Do assure the child it is not their fault
- If necessary, seek appropriate medical care for the child
- Notify local law enforcement, as well as the appropriate child services organizations. You can call ChildHelp: 1-800-4-A-CHILD (1-800-422-4453) or RAINN, the national sexual assault hotline: 1-800-656-HOPE (4673).
A Child Psychologist at our Children’s Center Can Help
Child victims of sexual misconduct often experience anxiety and/or depression, as well as feelings of guilt and symptoms of posttraumatic stress disorder (PTSD). For this reason, consider making an appointment for your child to speak with a mental health professional who is experienced in dealing with child sexual abuse victims.
Psychotherapy can help them find a safe place to share their feelings and allows them to talk through things they might not want to tell a parent or family member. It will help the child learn coping strategies so they can deal with the emotions surrounding their exploitation. Therapy will also teach them how to better manage the stress of the situation.

Sexual violence reports rise drastically at schools, Education Department data shows

The nation’s public elementary and secondary schools reported a more than 50 percent increase in reports of sexual violence during the 2017-18 school year, according to new federal civil rights data the Education Department released Thursday.
Schools reported nearly 15,000 total incidents of sexual violence, which reflects an overall 55-percent increase from the 2015-16 school year.
The vast majority of incidents, more than 14,100, were classified as sexual assault, which rose by 53 percent. Schools reported approximately 780 incidents of rape or attempted rape, which was nearly double the number of incidents from the 2015-16 school year.
The context: The data was released as part of a massive survey of information from schools, known as the Civil Rights Data Collection, which the Education Department conducts every other year.
This is the second year the civil rights data survey has asked schools to report information about sexual violence. The Education Department said it took new steps to bolster the quality of the data after errors in the last survey raised questions about the accuracy of how schools reported sexual violence.
The numbers reflect documented allegations, not necessarily confirmed incidents, the department said.
An analysis of the data by the department’s Office for Civil Rights said it was unclear what was driving the increase between the data released this year and the data released in the previous report in 2018.
“The increase in reported allegations may reflect under-reporting” in the previous survey, “an increased sensitivity to this issue” in the latest survey, “or an actual increase in incidents of sexual violence,” the department wrote in its analysis of the data.
Still, the government’s latest sexual misconduct data reflect what Education Secretary Betsy DeVos has described as a “tragic rise of sexual misconduct complaints” in elementary and high schools.
Changes ahead: Earlier this year, the department’s Office for Civil Rights said it would start “nationwide compliance reviews” to examine how schools address misconduct complaints under Title IX, which prohibits sex discrimination in education programs. The civil rights office has also proposed collecting more detailed data on a school-by-school basis, including incidents and allegations involving school staff.
Seclusion and restraint data: The department also highlighted its analysis of new civil rights data that examines the extent to which schools physically restrained students or placed them in seclusion.
The data shows that students with disabilities were disproportionately subject to seclusion and restraint. Students with disabilities comprise 13 percent of total enrollment but accounted for 80 percent of students who were subjected to physical restraints, 41 percent of students subjected to mechanical restraint and 77 percent of students secluded.
The department’s analysis also showed racial disparities. Black students comprise 18 percent of students with disabilities but made up 26 percent of students with disabilities placed in physical restraints and 34 percent of students with disabilities who were subject to mechanical restraint.

New data shows that teachers are more likely to abuse kids than Catholic Priests, shining light on a disturbing growing trend in public schools.
As sexual abuse by teachers continues to rise, parents and students grow more concerned about the health and well-being of their families. The public education system has embraced grooming techniques that normalize sexual behavior and sexuality in children as young as pre-school. Middle schoolers are now avidly taught about masturbation in class, while pornographic books remain in some public schools for the sake of “diversity & inclusion.” It’s enough to make anyone wonder if this material is truly appropriate for children, and whether public schools are working to educate based on the best interests of the children. And now, it has been confirmed that public school teachers are 100 times more likely to abuse kids than Catholic priests.

In truth, this comparison is based on an aged 2004 report from the Department of Education, and as child sexual abuse in schools has reportedly increased since these findings were released, one may conclude that the incidence is even more likely. In 2011 Texas recorded that teacher sexual misconduct cases went up 27%. In Alabama complaints and investigations tripled. By 2019 the Arizona Department of Education’s investigative unit chief pleaded with the Governor’s Victims of Child Sex Abuse task force claiming that his team is “drowning” in cases.
Many have noted that easy access to students’ personal lives has perpetuated this, thanks to social media and constant internet use. In 2020 The National Center for Missing and Exploited Children reported the highest number of suspected child sexual exploitation tips through their CyberTipline. The debate over whether minors should be allowed on social media at all has continued on for years, but despite these dangers, many individuals — students and parents included — often vilify Catholic priests when discussing the sensitive subject of pedophilia and child sexual abuse while completely ignoring the ongoing child sexual abuse convictions against public school staff.
The Catholic church has suffered for its lack of transparency and refusal to take full action against priests who harm children. It is common rhetoric to declare that Catholicism is full of pedophiles, and it is true that there have been some shockingly horrific cases, but if parents are going to protect their children they must guide them to beware all dangers, and they are far more likely to experience sexual abuse from a teacher or other school staff member than by a Catholic priest. So why is the public not decrying teachers as pedophiles?
Considering this, 10% (roughly 4.5 million children) of public school students have experienced some form of sexual misconduct by the time they graduate high school, yet of the 77.4 million Catholics in the United States, .01% reported claims of child sexual abuse (10,667 children). It has also been studied and concluded that about 4.4% of all clerics were known to sexually abuse children between 1946 and 2014, yet it is estimated that roughly 5% of men are pedophiles and those numbers do not even take into account the incidence of female sexual predators at all. These numbers make a harsh case against public school employees.
In truth, child sexual abuse is a serious issue no matter who commits it, but as many admit, “prevention is key.” The best way to prevent child sexual abuse is by protecting children from predators and teaching them to protect themselves. Knowing that public school teachers are far more likely to sexually abuse students, parents must ask themselves, once again, is the public education system is really worth the risk?

Ex-UCLA gynecologist sentenced to 11 years in sex abuse case
LOS ANGELES -- A former gynecologist at the University of California, Los Angeles was sentenced Wednesday to 11 years in prison for sexually abusing female patients, in a criminal trial that came after the university system made nearly $700 million in lawsuit payouts connected to the case.
Dr. James Heaps, 66, has been in custody since a jury convicted him in October of three counts of sexual battery by fraud and two counts of sexual penetration of two patients.
After sentencing Heaps, Judge Michael D. Carter ordered him to register as a sex offender, the Los Angeles County District Attorney's Office said.
Heaps, a longtime UCLA campus gynecologist, had pleaded not guilty to 21 felony counts in the sexual assaults of seven women between 2009 and 2018. The jury found him not guilty of seven of the 21 counts and was deadlocked on the remaining charges.
Heaps was indicted in 2021 on multiple counts each of sexual battery by fraud, sexual exploitation of a patient and sexual penetration of an unconscious person by fraudulent representation.
In the wake of the scandal that erupted in 2019 following the doctor’s arrest, UCLA agreed to pay nearly $700 million in lawsuit settlements to hundreds of Heaps’ patients — a record amount by a public university amid a wave of sexual misconduct scandals by campus doctors in recent years.
UCLA patients said Heaps groped them, made suggestive comments or conducted unnecessarily invasive exams during his 35-year career. Women who brought the lawsuits said the university ignored their complaints and deliberately concealed abuse that happened for decades during examinations at the UCLA student health center, the Ronald Reagan UCLA Medical Center or in Heaps’ campus office.
Heaps continued to practice until his retirement in June 2018.

A 45-year-old college professor in California was arrested last week for allegedly trying to arrange the rape of a 7-year-old girl during multiple online conversations with a person he believed to be the purported child’s uncle but was actually an undercover FBI agent.
Rodger “Rod” Githens, a former Assistant Dean for Academic Programs and Innovation and current associate professor and Alexandra Greene Ottesen Endowed Chair at the University of the Pacific, was taken into custody on Friday and charged with one count of receipt and distribution of images of a minor engaged in sexually explicit conduct, court records reviewed by Law&Crime show.
According to a criminal complaint filed Thursday in the U.S. District Court for the Eastern District of California, Githens on March 25 reached out to the undercover agent via the Grindr dating app by searching for the tag “parent.” The undercover’s “taboo-friendly” profile was also tagged with the words “dirty,” “discreet,” and “curious.”
The undercover told Githens that he had a 7-year-old niece with whom he’s been sexually active and the conversation quickly moves onto the encrypted messaging app Telegram.
In the exchanges that follow, the user authorities say is Githens and the undercover both claim to have had previous sexual experience with children under the age of 10, with Githens saying he’s into “babies.”
The undercover then tells Githens that he sometimes babysits for his “niece” when her mother is at work, which is when he would take advantage of the opportunity to sexually assault the child. Githens allegedly responded by saying that while he enjoys “chatting,” he would “love to have a dad or uncle invite me.”
When the undercover asks Githens if he was being serious or if he was really just “about fantasy,” Githens allegedly responds, “No I’m not about fantasy. lol.”
In a later conversation in which the two discuss setting a date so that Githens can allegedly rape the purported victim, he promises to bring the nonexistent 7-year-old “her favorite chocolate bar” as well as a doll of Ariel from Disney’s “The Little Mermaid.”
During another conversation, Githens allegedly said that he and his husband of 13 years were both into “‘young’ (as young as 8 years old)” children and explained to the undercover that he believed kids were “property” and lamented that “it used to be what your kids could do for you,” according to the complaint.
Githens and the undercover allegedly spoke for a few weeks before authorities say Githens agreed to meet the undercover and his purported niece at a hotel in Fresno on April 19. However, Githens on April 18 canceled, saying that “some shit hit the fan” with a work project.
While Githen’s home was under FBI surveillance, officers with the West Sacramento Police Department working with federal agents on April 19 informed him that packages he had reported stolen were available to be picked up at the station. Soon after he left the house, federal agents pulled Githens over and brought him back to his home for a post-Miranda interview.
Agents say they seized Githens’ cellphone and found the chats between him and the undercover agent and several others in which he discussed raping young children in graphic and explicit detail. The phone also contained grotesque child sexual abuse material, including a video of a child under the age of 8 being raped by an adult man, the complaint states.
If convicted on the aforementioned charge, Githens faces up to 20 years in federal prison.

Forsyth County elementary school teacher fired, arrested on child pornography charges
The Forsyth County Sheriff's Office said in a release early Monday morning that 38-year-old Drew Cecil was arrested Friday.
FORSYTH COUNTY, Ga. — An elementary school teacher in Forsyth County has been arrested and faces several charges related to child pornography and sexual exploitation of children.
The Forsyth County Sheriff's Office said in a release early Monday morning that 38-year-old Drew Cecil was investigated following a tip from the National Center for Missing and Exploited Children.
The tip came in April 14 and Cecil was removed from the classroom during the investigation. On April 21, the sheriff's office said, he was arrested on nine warrants for possession of child pornography and one warrant for sexual exploitation of children.
The sheriff's office said there were no children from the Forsyth County School District involved in the investigation. It's not clear if any children were involved from Cecil's previous teaching employment, which according to the Poole's Mill Elementary website stretches back 14 years.
Cecil's biography, which was still live early Monday morning on the school's website, states he's been in the Forsyth County district for seven years. A school district statement said he's taught fourth grade at Poole's Mill since 2021 and before that taught and coached volleyball from 2016-21 at North Forsyth High School.
The sheriff's office said he was taken into custody at the Forsyth County Jail on Friday and was held on a roughly $55,000 bond.
The school district said in a statement that staff "staff will continue to work with the Forsyth County Sheriff’s Office on this ongoing investigation."
"If parents/guardians or former students have information relative to these charges, they should contact the Sheriff’s Office," the district statement said.

Court documents shed more light on the felony charges that a 26-year-old Oklahoma substitute teacher and wife of the local police chief faces for alleged sex offenses against students.
Now-former Wellston Public Schools substitute teacher Emma Delaney Hancock, also identified as the daughter of the local mayor, allegedly boasted that she would not be caught when telling a 15-year-old male student it was true that she wanted to “make out” with the 15-year-old male she’s accused of sexually abusing.
The Oklahoma State Bureau of Investigation (OSBI) probe began in earnest on Nov. 8, 2022, which is when authorities said they interviewed the 15-year-old victim. OSBI Lieutenant Kevin Garrett said that the teen told authorities Hancock asked for his number on Oct. 6 to text an “assignment that he needed to get answers from,” the probable cause affidavit said.
Weeks later, authorities said, the teen sent Hancock a shirtless Snapchat from the “locker room,” the affidavit said.
“Are we sending half naked pictures now?” the substitute teacher allegedly asked. “I don’t know, are we?” the student apparently answered.
“Are you trying to get me to lose my job?” Hancock allegedly asked.
From there, the teacher allegedly “snapped a picture from her bath tub, about six inches above her knees and down.” Investigators said evidence that matched this description was found in the form of two photos on Hancock’s cell phone.
“The next night,” the affidavit said, Hancock sent the teen “a picture with a blanket covering her breast downward.”
“The picture was dim and [the teen] believed it had a filter on it,” documents said. When the teen asked Hancock to “move the blanket,” she allegedly “sent another picture with the blanket moved showing her breasts.”
Between Oct. 23 and Oct. 30, the substitute teacher and student “sent nude snap pictures, and nudes and masturbation snap videos back and forth to each other.”
On Oct. 26, a 16-year-old girl allegedly received a Snapchat message from Hancock asking her to tell the 15-year-old student to go to her room at lunch because she had something for him.
“The message also said to keep it quiet,” the affidavit said.
The girl knew the 15-year-old boy was in the lunch room with another 16-year-old girl, so she texted that girl Hancock’s message, the affidavit said.
The boy then “got up and left, did not even say bye,” the affidavit said.
On Halloween, Hancock subbed in a Home Economics class, authorities said. During the lunch break, she allegedly let the victim take a “hit” from her vape pen and asked him if he wanted to make out.
After the teen replied yes, the two went into the pantry in the classroom, authorities said.
It’s alleged that Hancock “grabbed” the boy and “aggressively kissed him.” The boy said she “put her tongue in his mouth four or five times” over the span of 30 seconds, according to the affidavit.
On Nov. 3, Hancock subbed in a Biology class, gave the teen her vape pen to “hit” and kissed the boy “five or ten times,” again putting her tongue in the boy’s mouth, authorities alleged.
The substitute allegedly “rubbed the teen’s crotch area for ten seconds, rubbing on his penis,” and the teen grabbed her left buttocks, documents said.
The male student allegedly told another teen boy in early November that Hancock had expressed wanting to “make out.” The second boy, a witness, allegedly asked Hancock after Family and Consumer Sciences Class if that was true.
Hancock allegedly admitted it was true and “went on to tell” the student “it would not amount to anything because they were not going to get caught,” the affidavit said.
In addition, Hancock allegedly showed this witness a penis drawn on her foot in a Nov. 1 hallway video.

“No, I don’t see that, don’t do that,” the teen allegedly replied.
The former substitute teacher also faces allegations that she showed two other students — ages 15 and 13 — videos of herself from a Halloween party kissing a female and putting her mouth “on a fake penis.”
After showing the students the video, Hancock told them that the penis was not real, documents alleged.
A search warrant unearthed the videos in question, authorities say.
The substitute teacher reportedly did lose her job and was banned from the Wellston Public Schools campus after the allegations began swirling in November. OSBI took the lead on the investigation because Hancock is the wife of Wellston Police Chief Alfred Hancock. She is also the daughter of Wellston Mayor Paul E. Whitnah, News 9 reported, citing the Lincoln County Sheriff’s Office.
Hancock faces four criminal counts — two counts of soliciting sexual conduct or communication with a minor by use of technology and two counts of lewd or indecent acts against a child under 16. Three of the charges specify the 15-year-old boy as the victim; one of the soliciting sexual conduct or communication charges stems from the “fake penis” videos allegedly shown to the other 15- and 13-year-old students. The charges, which are all felonies, would require Hancock to register as a sex offender if she is convicted.
“A person is guilty of violating the provisions of this section if the person knowingly transmits any prohibited communication by use of any technology defined herein,” the solicitation statute says. “Any violation of the provisions of this section shall be a felony, punishable by a fine in an amount not to exceed Ten Thousand Dollars ($10,000.00), or by imprisonment in the custody of the Department of Corrections for a term of not more than ten (10) years, or by both such fine and imprisonment.”
The felony lewd or indecent acts charges are even more serious, as they are punishable by at least 3 years and up to 20 years in prison.
After a bench warrant for the suspect’s arrest was issued on April 12, Hancock pleaded not guilty alongside her defense attorney Bill Coyle and was released on a $50,000 bond, the court docket says.
She is expected in court next at 1:30 p.m. on June 22.

LONG BEACH, Calif. (KABC) -- A former San Pedro High School substitute teacher was sentenced Friday to more than three years in state prison on multiple counts of unlawful sex and child molestation with three minors.
Michelle Yeh, 29, pleaded no contest to multiple charges and was sentenced to three years, eight months in state prison by a Los Angeles County Superior Court judge. She was ordered to register as sex offender for life.
Yeh became a permanent substitute teacher at the high school in February 2015, where she pursued relationships with male students that included buying them gifts, taking one of them to Disneyland and meeting another at a hotel.
During her court hearing, she pleaded no contest to having unlawful sex with a minor under the age of 16 and one felony count of oral copulation of a minor under 16. Both charges involved the same victim, who was 15 at the time.
She then pleaded no contest to one count of lewd acts on a child involving a second victim, who was also 15 at the time.
She entered in one more no contest plea to misdemeanor child molestation of a third victim, who was 16 at the time, and violating a court order not to have contact with any of the victims by texting the 16-year-old.

High school javelin coach facing felony sexual assault charges for yearlong ‘relationship’ with juvenile student-athlete
A 26-year-old teacher and athletic coach in Pennsylvania has been arrested and charged with a pair of felonies for allegedly having a yearlong inappropriate sexual relationship with a teenage student who was a member of the school’s track and field program.
Hannah Elizabeth Marth was taken into custody and charged with one count each of institutional sexual assault and sexual assault by a sports official, both of which are third-degree felonies, prosecutors announced.
According to a press release from the Office of the Northampton District Attorney, Marth in May 2021 was a javelin coach for the Northampton Area High School Track and Field team. The alleged victim, a 17-year-old male, was a student and “active participant” on the high school’s track and field team.
“A trusted relationship between a student athlete, an athlete’s parent, and a coach can be a vulnerable one,” District Attorney Terence Houck said in a statement about the charges. “An abuse of that relationship shows a coach’s blatant disregard for the well-being of those she or he coached, and above all – the law. This defendant defied that trust when she committed this alleged crime against the victim.”
An investigation by the Pennsylvania State Police determined that Marth and the student — whose name is not being released by authorities — “were involved in a sexual relationship,” the DA’s office said.
The relationship is said to have begun on May 22, 2021 when Marth sent the victim a text message at approximately 2:00 a.m. inviting him to her home on Hunsicker Drive in Lehigh Township, about 75 miles northwest of Philadelphia. After he arrived at her home, prosecutors say that Marth “initiated sexual contact with the victim.”
In a subsequent interview with state police detectives, prosecutors say that Marth “confessed to having romantic involvement with the victim in May 2021.” Detectives then interviewed the student, whose story to police reportedly matched what Marth said — that he and the javelin coach “were in a relationship that lasted until October 2022.”
Marth appeared before District Judge Robert Hawke on Thursday for her arraignment, court records reviewed by Law&Crime show. She was released after posting $75,000 bond and is scheduled to appear in court again on April 27 for her preliminary hearing. Information regarding her defense attorney was not immediately available from the court docket.
Northampton Area schools Superintendent Joseph Kovalchik reportedly told the Express-Times on Thursday that Marth had never been employed as a teacher in the district, only as a javelin coach. Additionally, he said that after the district learned about the allegations against her, Marth was immediately placed on administrative leave.
However, Marth is employed as a teacher by the Easton Area School District. The superintendent of the district, David Piperato, reportedly issued the following statement to the Express-Times:
“I have been informed that the Northampton County District’s Attorney’s Office has brought criminal charges against [Hannah] Marth, a teacher at Easton Area School District. As a practice, the School District does not comment on ongoing criminal matters or personnel matters. However, the School District intends to cooperate fully with the authorities in this matter and will take all necessary action to ensure the safety of our students.”

Former Cobb County teacher sentenced to 20 years for child molestation
MARIETTA, Ga. (Atlanta News First) - A former Cobb County teacher has been sentenced to 20 years for exposing himself to two children.
50-year-old Freddie Early was convicted of grooming two boys between October and December 2020. Early bought the boys gifts, took them to dinner and took them to his home. On at least one occasion, he exposed his private parts to the boys and made sexually explicit comments.
After he was arrested, Early gave up his teaching license. He was also a music minister at Reset Church in Morrow.
Early pled guilty to child molestation.

LAWRENCEVILLE, Ga. — A former Gwinnett County teacher is facing child sex crime charges after police say he assaulted a student.
R’Kheim Young, 36, is being held in the Gwinnett County Jail and is charged with two counts of child molestation and improper sexual contact with a child.
Lawrenceville police say Young was an art teacher at Gerard Preparatory School.
They say the mother of the teen student at the school reported that her daughter told her Young was making inappropriate sexual comments toward her that made her uncomfortable. She said her daughter later told her that Young had touched her private parts over her clothes and made her touch him.
Investigators were later able to confirm the allegations the girl made.
They say after Young was arrested, he admitted to the allegations.
The school confirmed to Channel 2 Action News that once the allegations were made in late February, Young was placed on unpaid leave. Once he was arrested earlier this month, he was fired.
Gerard Preparatory School is not affiliated with Gwinnett County Public Schools.

A 42-year-old substitute teacher in Maine faces charges after her arrest on suspicion of having a sexual relationship with a high school student, authorities said.
Kiera R. McGlinn surrendered at the Portland Police Department on Tuesday on outstanding warrants for her arrest, officials said. She was booked into the Cumberland County Jail and posted $2,500 bail, the Cumberland County Sheriff’s Office said in a news release.
She faces charges of sexual abuse of a minor and tampering with a victim/witness in a case launched in February, authorities said.
She allegedly asked the boy to lie about their relationship, officials said.
When authorities learned she worked as a substitute teacher, officials immediately notified district officials, authorities said.
“Detectives eventually determined that none of the alleged conduct occurred on SAD 6 property, nor did McGlinn’s role as a substitute teacher serve to facilitate the crime,” authorities said.
Instead, officials said, the victim was friends with members of McGlinn’s family, officials said.
“All allegations occurred through this family dynamic and outside the school venue,” authorities said.
Authorities said no other victims have been identified, which the sheriff said the investigation supports.
The case was referred to the Cumberland County District Attorney’s Office.
McGlinn is set to appear for her arraignment on May 10.
She’s free on bail and is prohibited from contacting the victim in this case, authorities said.
According to media reports, she was immediately removed from the active substitute teaching list indefinitely.

A former Georgia school administrator was sentenced for sexually abusing students in three counties, was sentenced on Feb. 23, according to the Morgan County Citizen.
Ryan Rickard, who was assistant principal of Morgan County High School until his resignation in 2018, received a 25-year sentence, which includes 15 years to be served in prison.
Authorities said he abused three students while he was a teacher and that there may be other victims.
“The charges were taken in three separate counties to include Walton, Oconee, and Morgan,” GBI spokeswoman Nelly Miles said in 2018.
Before Morgan County High School, Rickard was a teacher at North Oconee High School in Watkinsville, a teacher and athletic director at Memorial Middle School in Conyers and a student teacher at Burke County High School.
Rickard, 37, was previously under federal investigation for attempting to access child pornography online, according to the GBI. The Department of Homeland Security requested assistance from the GBI’s Child Exploitation and Computer Crimes Unit because the investigation had elements of federal and state crimes.
According to the Morgan County Citizen, Rickard was also fined $1,000 and ordered to have no contact with the three victims. Rickard will also have to register as a sex offender.
